Network briefing - Beneath the radar: community-based housing provision

The government white paper briefly refers to custom-build and self-build and Community Land Trusts (CLTs) as alternative types of schemes that are needed to tackle the housing crisis. Previous government reports and independent studies have for many years likewise focused on these and similar measures such as housing co-operatives. But the reality at best is one of slow progress. For example, there were 225 CLTs in England and Wales in 2016 and they had only built 700 units of affordable housing.
